State Council Plans to Submit Draft Amendments to Electricity Law for Review

On May 14, China’s State Council General Office issued its 2025 Legislative Work Plan, which includes a proposal to submit draft amendments to the Electricity Law, as well as drafts for the Transportation Law and revisions to the Railway Law, to the Standing Committee of the National People’s Congress for review.

On May 14, China’s State Council General Office issued its 2025 Legislative Work Plan, which includes a proposal to submit draft amendments to the Electricity Law, as well as drafts for the Transportation Law and revisions to the Railway Law, to the Standing Committee of the National People’s Congress for review.

The plan points out that 2025 is the final year of China’s 14th Five-Year Plan. It stresses the importance of quickly introducing new laws and regulations to support deepening reforms. For areas where the conditions for legislation are not yet ripe, the plan calls for pilot projects and exploratory reforms to gather experience. It also emphasizes the need to promptly update or repeal laws that no longer fit the pace of reform and development.

The Electricity Law is considered the “fundamental law” for China’s power sector and forms the backbone of its industry regulations. First enacted in 1995, it has played a key role in driving the rapid growth of the country’s electricity industry. However, with ongoing reforms and the shift toward a new power system, the existing legal framework is showing signs of strain. To address current and future challenges in the sector, the law needs significant innovation and modernization.
